As an Environmental Scientist with the California Department of Water Resources Division of Flood Management, Heather works on environmental permitting and compliance needs for maintenance of flood infrastructure within the California State Plan of Flood Control. Her areas of focus include CEQA/NEPA compliance, impact analysis, biological surveys, conservation planning, GIS analysis, and ESA and CESA permitting. Her additional interests include wetland restoration, wetland and riparian bird conservation, floodplain processes, water issues in the arid west, and the complex issues of the Sacramento-San Joaquin Delta.

Heather has a BA in Environmental Studies from Sonoma State University and an MS in Environmental Studies from San Jose State University. While at San Jose State, she studied wintering waterfowl in the San Francisco Bay for her masters thesis "Wintering Duck Response to Trail Use at Former San Francisco Bay Salt Ponds."
