Rea Monaghan

Bio: Rea Monaghan is presently a consultant for Outdoor Design, a landscaping company founded in 1980.  The company provides landscaping, hardscaping and waterscaping services. The company focuses on creating native landscapes while addressing stormwater management and water quality improvements.  Rea also provided consulting services to the University of Maryland's Environmental Finance Center.  As a consultant, Rea developed municipal profiles to identify capacity to invest and sustain stormwater and water quality expenditures.  She prepared briefings on multimuniicpal collaboration in Pennsylvania and funding approaches for MS4 needs.

Rea Monaghan was an Environmental Planner and Water Quality Program Manager at the Wissahickon Valley Watershed Association with a focus on federal, state and local environmental regulations and land use policy.  She provided outreach and planning expertise to municipalities and the public on compliance with water quality regulations such as stormwater management, green infrastructure, TMDL and MS4 regulations.  Rea was an Environmental Planner for the Bucks County Planning Commission for nine years with a focus on environmental and watershed planning.  Rea graduated from Temple University's School of Environmental Design with a MS in Community and Regional Planning.
